So much depends what you mean by memorising, doesn't it? - and how you test it - what criteria you use...

What are you really testing when you test it?

How much of any results indicate an ability to use the items memorised in a constructive, interactive way?

How much of the results simply measure the skill of the student at taking tests?

And - the the most important question - what do they do with these words when they have memorised them?

 

I remember once working through a 'programmed learning' text on some electrical principle or other, I got all the way through it in a short time and scored full marks on the tests - and I still have not even the smallest understanding of what it's really about! :-)
