Both the dictionary and the thesaurus are accessible from a friendly interface either by opening the whole programme or as a 'widget' (Tiger's new kind of desktop accessory).

The programme isn't mentioned in the list of What's new in Tiger in the Mac Help file, you have to look at the whole list of 200 new features on the web-site before it's even mentioned, and then it's very low key.
