- in this system is [256 x 256 x 256 =] 16 million and something... but most computers don't show them all at one time - either [256 x 256 =] 65,536, 'thousands of colors', or simply 256, which is what many users have and is taken as a practical minimum.
The thinking here is that if you stay within a palette of 256 colors, most other computer-users will see something similar to what you designed - colors which are 'safe' for the web, 'Web-safe colours'.
